Metropolitan District - General Explanation

District Overview (per Sec. 32-1-104.5(3)(a)(X), C.R.S.)
Red Sky Ranch Metropolitan District is a metropolitan district, a type of special district that serves as an independent local governmental entity organized to finance, construct, operate, and maintain public services, infrastructure and amenities. A metropolitan district acts through its Board of Directors and provides at least two types of services, which may include fire protection, mosquito control, parks or recreation, traffic and safety controls, sanitation, solid waste disposal, street improvements, television relay and translator facilities, transportation, or water.


Public Improvements and Services
The District financed construction of public improvements, including street, stormwater, water, traffic and safety controls, and fire protection, park and recreation improvements serving Red Sky Ranch. Holland Creek Metropolitan District provides water, sewer, and street service to Red Sky Ranch pursuant to an intergovernmental agreement with the District.


Maximum Debt Authorization
The District is authorized to issue debt under its Service Plan, subject to electoral authorization.


Authorized Sources for Debt Repayment
The District is authorized to repay its general obligation debt from any and all legally available revenues of the District, including ad valorem property taxes.


Maximum Mill Levy for Debt Repayment
The District’s mill levy is unlimited under its Service Plan, subject to electoral authorization.


Board Member Qualifications
The District holds regular elections for board members on the first Tuesday after the first Monday in May of each odd-numbered year. A person is qualified to be a candidate for election or appointment if they are an “eligible elector,” as defined in § 32-1-103(5), C.R.S.
